The short answer

There’s no single, manga-confirmed “most chakra” title. The largest reservoirs the series actually depicts, roughly in order, are Kaguya Ôtsutsuki (the progenitor of all chakra), the Ten-Tails (all nine tailed beasts combined), and then Naruto and Sasuke after both receive power from Hagoromo during the war. Among currently active, non-Otsutsuki characters, Naruto is the most commonly cited answer — but “most commonly cited” isn’t the same as officially confirmed.

That’s part of why Naruto (Uzumaki genes plus Kurama plus Six Paths chakra, stacked) reads as a stronger case than, say, Gaara, who has only Shukaku’s chakra without the same layered boosts.
