There’s no single, manga-confirmed “most chakra” title. The largest reservoirs the series actually depicts, roughly in order, are Kaguya Ôtsutsuki (the progenitor of all chakra), the Ten-Tails (all nine tailed beasts combined), and then Naruto and Sasuke after both receive power from Hagoromo during the war. Among currently active, non-Otsutsuki characters, Naruto is the most commonly cited answer — but “most commonly cited” isn’t the same as officially confirmed.

Why jinchūriki don’t automatically top this list
Hosting a tailed beast gives access to enormous chakra, but it isn’t unlimited or automatically “the most” — the beast’s chakra is still finite, and a jinchūriki’s own base reserves matter too. That’s part of why Naruto (Uzumaki genes plus Kurama plus Six Paths chakra, stacked) reads as a stronger case than, say, Gaara, who has only Shukaku’s chakra without the same layered boosts.
